Customs Clearance Delays for DDP Sample Shipments to Bangladesh and How to Handle Them

I shipped samples to Bangladesh via DHL under DDP terms, but I declared an arbitrary value for the goods. Since then, customs clearance has been on hold for two weeks, and customs has stated they will dispose of the items arbitrarily if 30 days pass. According to DHL, even under DDP terms, the recipient in Bangladesh must complete the customs documentation and submit it to DHL. However, the recipient in Bangladesh is not being proactive about this process, so despite my repeated guidance, there has been no progress. Since the recipient has no business incentive to resolve this, we are the only ones constantly requesting them to accept it. In this situation, I have the following questions: 1) Is DHL's explanation correct that the recipient must complete customs documentation in Bangladesh even under DDP terms? 2) Is there any way to get the shipment moving in its current state?
