Prison blueprints reveal temporary partition walls installed for Yoon Suk-yeol

Amid allegations of "imperial imprisonment" regarding former President Yoon Suk-yeol at the Seoul Detention Center last year, it has been confirmed that he is the only individual for whom a dedicated surveillance team was organized and temporary partition walls were installed for a specific inmate over the past three years.
According to a Ministry of Justice response obtained exclusively by <The Sisa Law> through the office of Representative Lee Seong-yun of the Democratic Party of Korea on the 3rd, the Seoul Detention Center had been operating a dedicated surveillance team consisting of seven correctional officers on a three-shift day and night system to monitor former President Yoon since February 2025.
Allegations of preferential treatment regarding the dedicated correctional officers for former President Yoon have been raised since last year. In April last year, allegations surfaced that the dedicated officers performed personal errands, such as fetching water for former President Yoon, but the Ministry of Justice denied this.
However, an inspection was launched after it was confirmed that work logs were not maintained during the dedicated surveillance process.
In Building 15, where former President Yoon was housed following his dismissal, temporary partition walls were also installed to separate his movement from other inmates.

Upon reviewing the blueprints for Building 15 of the Seoul Detention Center obtained by <The Sisa Law> from a whistleblower, it was found that relative to the entrance of Building 15, rooms 1–12 and the cell block corridor were located on the left, while the staff room, assistant room, and laundry room were located on the right.
The blueprints at the time of former President Yoon's dismissal showed both the 1st and 2nd partition walls, but the June blueprint showed the 2nd wall had disappeared, leaving only the 1st wall.
The Ministry of Justice stated, "The partition walls were installed throughout the entire detention period due to concerns over correctional accidents," and added, "The interior of the partition walls is being filmed and recorded by CCTV and monitored in real-time from the central control room."
They further explained, "The details of persons entering the partition area and items being brought in are also recorded separately."
However, a current correctional officer, requesting anonymity, said, "In general correctional facilities, CCTV is installed in the cell block corridors so that the situation can be checked from the central control room, but CCTV monitoring is not properly conducted in the cell block corridor where former President Yoon is housed." They added, "It is also difficult to verify through CCTV whether the team leader has conducted inspections or whether the staff in charge has performed patrols, making it hard to grasp what is happening inside."
Representative Lee Seong-yun's office stated, "CCTV should be installed in the cell block corridor separated by the partition wall, rather than in former President Yoon's living room, so that it can be monitored from the central control room." They added, "The dedicated surveillance team should also be disbanded so that staff can return to their normal duties."
The office further pointed out, "The organization of dedicated personnel and the installation of partition walls for a specific inmate have occurred only once each in the last three years. It is necessary to verify under what criteria and procedures these unusual measures were taken."
They concluded by saying, "Unless there is a separate special surveillance system or specific laws, instructions, or regulations defining it, clear standards and operational procedures for the organization of dedicated personnel and the installation of partition walls must be established."
