Since when did Starbucks start serving drinks without cup sleeves?

‌First of all, it's inconvenient, and I can't help but feel a bit indignant, thinking, "How hard can it be to just put the sleeve on behind the counter and hand it to the customer?"..
I wonder if they're being arrogant because of their high market share..
I ordered a bagel, and when I tried to hold the drink with one hand while holding the bagel in the other, I was startled because it was so hot.
I also had a paper bag in the hand holding the bagel, so I wasn't in a position to set everything down and use both hands to put the sleeve on..
And trying to put it on while holding the cup with that same hand wasn't easy either ㅜ
What on earth is the justification for not providing cup sleeves?
