Why doesn't SM pick Japanese members for their girl groups??

Whether it's a large corporation or a small one, most girl groups include at least one Japanese member.
But for some reason, SM girl groups don't seem to have any Japanese members~
Since Giselle is mixed-race, it's a bit of a stretch to call her purely Japanese..
It feels like they actually include more Japanese members in their boy groups instead..
What is their strategy?
