Why won't they look into the context of a soldier telling a female officer to "cut it out"?

‌Because it's the military?
Even if they look into the context,
it probably won't change much,
but shouldn't they at least understand why such a comment was made in the first place?
Strangely enough,
it seems like there's this "just do as you're told" mentality.
I don't think this is even a necessary part of that.
