What is the difference between a proforma invoice and a commercial invoice?

A proforma invoice is issued before the transaction to quote terms; a commercial invoice is issued after shipment as the actual demand for payment and the basis for customs valuation. Banks examining a letter of credit presentation want the commercial invoice, not the proforma.
