Instead of military exemption, how about just delaying it?

I don't think it can be abolished entirely.
Since they are athletes, I believe allowing them to fulfill their military service around age 35 would be a sufficient benefit and also helpful from the state's perspective.
Ah, but if we do this, will there be athletes who change their nationality while they are still young?
